City of Victoria Municipal Court Operations Supervisor Maria Bell has earned the title of Certified Municipal Court Clerk from the Texas Court Clerks Association (TCCA) in conjunction with the Texas Municipal Courts Education Center (TMCEC), the Texas Municipal Courts Association (TMCA) and Texas State University - San Marcos. To earn this certification, a candidate must complete the requirements for Level I, Level II and Level III of the TCCA’s Municipal Court Clerk Certification Program, which include continuing education; court observation; a court administration seminar; and testing on topics such as management, facilitation, performance appraisals, hiring and supervising procedures, records and case flow, budgeting and finances, cost analysis, court collections, leadership, organizational effectiveness, communication, implementing change and human resources. Bell has served the City of Victoria Municipal Court since 2013 and held the title of Municipal Court clerk before being promoted to her current role. She is also a Texas Municipal League Leadership Fellow and a graduate of the City of Victoria’s public speaking masterclass and inaugural leadership academy.
