Officials with the City of Victoria and Realtex Development Corporation, along with other officials, prepare for a ribbon-cutting as part of a public ceremony to celebrate the completion of the Enchanted Gardens Apartments at 4601 N. Ben Jordan St. The apartments are a public-private partnership between the City’s Housing Finance Corporation and Realtex Development Corporation. The apartments will open to tenants in November and will serve residents who make no more than 60% of Victoria’s area median income.
