Overview

The Purchasing Department is required to follow purchasing laws outlined in Chapters 252 and 271 of the Local Government Code as well as the City of Victoria’s Procurement Manual. 

Bid Opportunity Instructions

New vendors that are interested in providing goods or services to the City should register with Texas Purchasing Group and choose the setup with automatic email notification (recommended).
 
To view active or historical solicitations, Texas Purchasing Group has a free option to register and view these documents.  On the "Subscription" step, select "Limited Access" which allows for read-only access to bid solicitations.

Purchases under $50,000 

The City of Victoria utilizes Texas Purchasing Group for most purchases under $50,000. Check on any open bid opportunities for the City of Victoria or contact Purchasing. Bid responses are only accepted from qualified bidders via BidNet Direct - Texas Purchasing Group.

Purchases $50,000 or greater ( Formal Bidding)

Purchases $50,000 or greater require formal bidding per Chapter 252 of the Texas Local Government Code.  Both active and expired bids can be accessed at City of Victoria or contact Purchasing.

Disaster Debris Management, Removal and Disposal Services RFP - Closes on April 16, 2020 at 2pm

The City of Victoria is seeking a well-qualified firm to establish a contract for disaster debris removal, reduction, disposal, and other emergency cleanup services following a disaster event. 

Addendum to RFP:  Due to the COVID-19 Pandemic, the following changes have been made to this RFP.  Submissions will be accepted by US Mail, UPS, FedEx, or by email to pmcguill@victoriatx.org.  Mandatory Pre-Bid is still scheduled for April 1, 2020 at 10am, but will be conducted by teleconference only.  The teleconference number is (361) 580-5745.

The City of Victoria is soliciting Statements of Qualifications from professional engineering firms and professional engineers for consulting services.

Independent Audit Services RFP - Closes on April 29, 2020 at 2pm

The City of Victoria, Texas, is requesting proposals from qualified Certified Public Accounting firms
to perform financial audits of the City for the fiscal years ended September 30, 2020 through 2024.
In addition, the City may receive sufficient federal and state grant revenues in a given year to require that a single audit be performed in accordance with federal government requirements.
