Unless approved by the Director of Development Services or otherwise exempted in the Subdivision Ordinance, the following steps must be completed in order to receive a building permit.
  1. Pre-Application Conference

  2. Platting

  3. Site Plans

  4. Building Plans


Pre-Application Conference

Applicants must meet with Development Services Staff prior to submittal of a preliminary plat.  The purpose of the pre-application conference is to discuss the owner/developer's intentions for the development, and the preliminary features of the site.  Please contact Lila Foster via email or at 361-485-3369 to schedule a pre-application conference.

*Developers of single family homes or duplexes may be exempt from this conference, subdivisions will still be required to participate.


Preliminary Plats

Any time the owner/developer intends to plat, subdivide, or resubdivide land within the corporate city limits or the ETJ (Extraterritorial Jurisdiction), a plat must be filed with the City of Victoria.

Submission and content requirements for plats may be found in the Subdivision Ordinance in Section 21-30.  Land use designations and their corresponding setbacks and regulations may be found beginning in Section 21-81.

Minor Plats

If the land in question will be divided into four (4) or fewer lots, the project may qualify as a Minor Plat, subject to constraints found in the Subdivision Ordinance Section 21-30.  Minor plats may be reviewed administratively and may be exempt from formal Planning Commission Approval.

Construction Plans

Whenever a subdivision necessitates the installation and dedication of public streets, drainage facilities, water mains, sanitary sewer mains, and/or other public subdivision improvements, construction plans shall be required.  Requirements for construction plans may be found in Section 21-66 of the Subdivision Ordinance.

Site Plans

Site plans are required for

  • Any new commercial, industrial, other non-residential, multiple family, townhouse, or manufactured home park development.
  • The construction of any new off-street parking, loading, or storage facility; the expansion of any existing off-street parking, loading, or storage facility; or the surfacing of any existing unpaved off-street parking, loading, or storage facility

Generally, site plans must address the following concerns:

  • Required Easements
  • Parking
  • Landscaping
  • Sidewalks
  • Topography
  • Fences (when applicable)
  • Dumpster Enclosures
  • Storm Water Drainage

Site Plan Submittal Schedule

Site plan applications and all required accompanying materials shall be submitted no later than 2:00 pm on each Monday.  Please submit all required materials in person or via mail to Lila Foster at 700 N Main Center Suite 129.

    Red-lined Plans to Consultant: Red-lines (required revisions) will typically be made available to the consultant after ten (10) working days after 1:00 pm.

    Revised Plans Resubmitted: Revised plans shall be submitted no later than 4:00 pm on or before the following Monday.

Building Plans

 Submittal Guidelines

Building Plans must be submitted to the Development Center at 700 N Main Center Suite 128.  The Building Plan submittal is separate from the Site Plan and Platting review process.  Submittals may be made in person or via mail to the Development Services Department.

In most cases, the plat, site plan and commercial building plan review process can be handled simultaneously. However, building permits will not be issued until the Plat and Site Plan have been approved.

The amount of time required for commercial building plan review varies depending on the size of the building, type of occupancy, hazardous occupancies, and other factors. A plan review generally takes up to 10 working days.

Once the applicant has been notified that the plans have been reviewed and comply with all adopted codes and ordinances of the City of Victoria, the building permit can be issued. Permits are only issued to licensed general contractors. For licensing information contact the Development Center.


To Obtain a Building Permit:
       a. Approved final plat.
       b. If applicable, Subdivision construction improvements accepted by City.
       c. If applicable, Site Plans approved by Development Services.
       d. Building Plans approved by Development Services.


To Obtain a Certificate of Occupancy:
       a. Request for final inspection
       b. Final building inspection passed with all outstanding corrections completed.


In order for a commercial building plan review to begin:

  • TAS Submittal Required
    All plans and specifications for commercial construction or for substantial renovation, modification or alteration of a building or facility that has an estimated construction cost of $50,000 or more and that is subject to provisions of the Architectural Barriers Act shall be submitted to the Texas Department of Licensing & Regulation for review and approval.   • Asbestos Survey Requirements
    Building owners and contractors must provide the city with evidence that asbestos surveys have been conducted on portions of buildings affected by the planned renovation or demolition by a person licensed under the Texas Asbestos Health Protection Act. The Development Center can provide you with a current list of licensed asbestos inspectors or you may contact the Texas Department of Health’s Asbestos Program in Austin, Texas at 1-800-572-5548 or online here.

Building Plans shall include the following

  • Foundation Plan
  • Architectural Plans
  • Structural Plans including Design Calculations (Live, Dead, Wind)
  • Elevations
  • Wall Sections & Cross Sections
  • Interior Finish Schedule
  • Room, Door, Window Schedules
  • Mechanical Plan
  • Electrical Plan
  • Plumbing and Gas Plan
  • Fire Resistive Assembly Listing (UL#)
  • Specifications
  • Energy Code Compliance

If the proposed building is over 5,000 square feet, two stories in height or has a structural clear span over 24 feet, or the use of the building will be educational, institutional or an assembly occupancy, the plans must be sealed by an engineer or an architect.  More information on when an engineer is required is available here.

Food Establishment Questionnaire - Must be completed by food establishments and returned to the Pretreatment Division of Public Works.

Pretreatment Questionnaire/Application - must be completed and returned to the Development Center or the Public Works Department for all commercial establishments. Please contact the Pretreatment Division at 361-485-3186 for more information.
