Police Department Applicant Procedures and Requirements
City of Victoria applications for all Victoria Police Department positions must be completed online by visiting this link: City of Victoria Human Resources Job Openings. At this website, prospective applicants must create an account and follow all instructions regarding the position for which they are applying.
The Human Resources Office is located at 700 N. Main, Suite 101, Victoria, Texas and they are open between the hours of 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m., Monday through Friday and can be reached for questions at 361-485-3500.

The Police Department must adhere to requirements set out by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) as well as the FBI's
Criminal Justice Information Services policies.
Victoria Police Department Hiring Process Overview
The selection process for employment by the department is divided into several steps. An applicant must complete one step prior to advancing to the next step. All steps are normally completed within 90 days.
The hiring process for all Victoria Police Department positions is essentially the same. Tests will be administered for all entry level positions. This hiring process is subject to change. We ask that candidates utilize this website as much as possible to help answer questions pertaining to employment with the Victoria Police Department.
Applicants for all positions within the Police Department must meet the following requirements for further processing:
- Must satisfactorily pass a credit review and/or meet City guidelines for financial obligations such as an IRS lien or garnishment, judgment for non-payment or admission of non-payment of child support. A sustained disqualification will be in effect until the applicant meets the City of Victoria standards.
- Failure to meet the City of Victoria driving standards - no more than 2 citations for moving violations and/or 2 at-fault accidents. (if the applicant is applying for a position that requires driving)
- Must have been fingerprinted and subjected to a search of local, state and U.S. national records and fingerprint files to disclose any criminal record. The VPD fingerprints all employess.
- Must not have been on court-ordered community supervision or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order.
- Must not currently be charged with any criminal offense for which conviction would be a bar to obtaining a TCLEOSE license for the position.
- Must not ever have been convicted of an offense above the grade of a Class B misdemeanor or a Class B misdemeanor within the last ten years.
- Must never have been convicted of any family violence offense.
- Must not be prohibited by state or federal law from operating a motor vehicle (if the applicant is applying for a position that requires driving).
- Police Officer applicants must not be prohibited by state or federal law from possessing firearms or ammunition.
- Must have been subjected to a background investigation and have been interviewed prior to appointment by representatives of the appointing authority (Police Department).
- Police Officer applicants must successfully pass a medical examination from a physician selected and approved by the City of Victoria. These applicants must
be physically sound and free from any defect which may adversely affect the performance of duty appropriate to the type of license sought
- Police Officer and Telecommunications Operator applicants must successfully pass a psychological examination from a Psychologist or Psychiatrist appointed and approved by the City of Victoria.
- All applicants must successfully pass a City of Victoria approved drug screening.
- Must not have been discharged from any military service under less than honorable conditions including, specifically; (A) under other than honorable conditions; (B) bad conduct; (C) dishonorable; (D) any other characterization of service indicating bad character.
- Must not have had a TCLEOSE license denied by final order or revoked.
- Must not have a TCLEOSE license that is currently on suspension, or must not have a voluntary surrender of the license currently in effect.
- Must meet the minimum training standards and pass the TCLEOSE licensing examination for each TCLEOSE license sought.
- Must not have violated any TCLEOSE rule or provision of the Texas Occupations Code, Chapter 1701.
- Citizenship: Police Officer Applicants must be a U.S. citizen according to TCLEOSE Rules. For other positions, check with the City of Victoria Human Resources Office for eligibility.
Physical Requirements
- Police Officer applicants must successfully complete the VPD physical ability course.
- Applicants for Police Officer Trainee to be sent to the Victoria College Police Academy by the VPD, must meet the Academy's physical fitness entrance requirements.
Required Documents
After completing the online application, it will be necessary to submit the Victoria Police Department Personal History and Information Packet and Credit Report to the Human Resources Department before your application is processed and forwarded to the Police Department. This packet can be found in the individual City of Victoria Human Resources Job Listing.
For those applicants that pass the written test, all other required documents that apply to you on this Document Checklist must be ready to turn in on the date of your scheduled Oral Review Board. Your background process will not begin until all of these forms have been turned in.
