Since November 1999, the Community Services Division has been housed at the Victoria Mall, Sub-Station 7800 North Navarro Street. The office is located on the southwest corner of the mall between Chick-Fil-A and Sears. The location is staffed by a Lieutenant, two Crime Prevention Specialists and a Secretary. The location also housesa D.A.R.E. officer from the Victoria County Sheriffs Office.

The rear portion of the mall sub-station provides a northern office for the patrol section of the department. This allows the officers, farthest from the main departmental building, access to the computer network for research and reporting purposes. 

The sub-station also has two meeting facilities that are utilized for the Civilian Police Academy  and other training within the department. The conference room houses a large conference table for smaller groups, while the Community Room, set up in classroom style, seats about 28 students.

As a public service, the two meeting facilities are available for use by non-profit organizations.
