Jeb Brian Lacey, CEM
Emergency Management Coordinator

Jeb Brian Lacey is the Emergency Management Coordinator for Victoria County and the City of Victoria.  He and his staff are responsible for planning and preparedness activities, as well as coordination of major emergency responses and recovery efforts for all of Victoria County. 

Prior to coming to Victoria, Mr. Lacey was the Non-Commissioned Officer in Charge of Emergency Management Operations at Eglin AFB, Florida.  During his tenure in Florida, Mr. Lacey conducted operations for multiple major emergencies, including evacuations for major hurricanes and multiple aircraft accidents.  He was a senior advisor on chemical/biological/radiological/nuclear (CBRN) weapons defense, logged more than 1000 instructor hours on multiple emergency management topics, and oversaw eight separate emergency management programs.  Mr. Lacey’s area of responsibility included one of the largest airbases in the world, including hundreds of active airframes, the Air Force Research Laboratory and Munitions Directorate, and the DOD Explosive Ordinance Schools.

An active participant in the community, Mr. Lacey sits on the Board of Directors for the American Red Cross, Crossroads Chapter.  Formerly, he was President of the 96 Civil Engineering Group Unit Advisory Council at Eglin AFB.  He is a member of the International Association of Emergency Managers, National Emergency Management Association, and the Emergency Managers Association of Texas.

Mr. Lacey has been awarded the National Defense Medal, the Global War on Terrorism Service Medal and Expeditionary Medal, was recognized in 2005 as the 96 CEG Military Technician of the Year, received the Academic Achievement Award from the Air Force Airman Leadership School in 2006, and most recently was awarded the Air Force Achievement Medal for meritorious service in 2007.

Mr. Lacey holds a degree in Emergency Management from the Community College of the Air Force.  He is a graduate of the Emergency Management Apprentice, Journeyman and Craftsman Schools at Ft. Leonard Wood, Missouri, as well as numerous DOD Counter-CBRN schools.  He is a FEMA Professional Development Certificate recipient, and has received the designation of “Certified Emergency Manager (CEM)” from the International Association of Emergency Management, considered the most prestigious certification in the field.

Deputy Emergency Management Coordinator

Richard McBrayer is currently the Deputy Emergency Management Coordinator for Victoria County & City of Victoria.  He has been with the Office of Emergency Management since June 2007 and acted as Interim
Director/EMC from December 2007 to May 2008. Richard McBrayer hails from the South Texas area where he graduated high school in Beeville and attended Texas State University in San Marcos.  While Attending Texas State University, he began his 15 year career in the fields of Law Enforcement, Public Service, and Emergency Management, and has held positions at the both local and state levels as a Volunteer Fire Fighter, 911 Operator, 911 Communications Center Manager, Police Support Services Manager, State Police Officer, and Deputy Emergency Management Coordinator.
