City Council Chooses Charmelle Garrett
as Next City Manager
(VICTORIA TEXAS) The Victoria City Council unanimously chose Deputy City Manager Charmelle Garrett as Victoria’s first female City Manager after Charles Windwehen retires.
After an executive session at the June 29 meeting of the Victoria City Council, the council approved a recommendation by the selection committee of council members Tom Halepaska, David Hagan and Denise Rangel.
Council authorized City Attorney Thomas Gwosdz to enter into contract negotiations with Garrett for the position.
Charles E. Windwehen will retire on February 28, 2011 after 36 years as a City employee. Windwehen has served as City Manager since October 1, 2006.
Garrett will assume the position officially on March 1, 2011. She has been with the City for 20 years including roles as the Deputy City Manager since October 2006 and Director of Human Resources for the prior 16 years. She served as Regional 9 President of the Texas City Manager’s Association in 2009, and is currently on its Board of Directors. Garrett is also current member of the International City/County Management Association.
