Responsible for the maintenance and operation of the City’s traffic control system including signals, signs, and markings. Determines needs and formulates solutions for traffic control operations including equipment installations, traffic signal timing and signal system operations. Knowledge of traffic regulations. Knowledge of Texas MUTCD requirements. Ability to utilize computer applications to develop and implement traffic control strategies. Ability to develop and implement traffic control improvements. Ability to read and understand materials including memorandums, plats, plans, specifications, maps, deeds, field notes and legal descriptions. Ability to communicate both verbally and in writing. Skill in math. Technical knowledge of electrical and mechanical analyzing and repairing. Ability to write documentation of work, reports, work orders, material requisitions, and maintenance records on equipment. Ability to get along appropriately with co-workers and the public. High school diploma or equivalent required plus Associates Degree from an accredited college or university and four years of related experience or Bachelor’s Degree from an accredited college or university and two years of related experience. Computer literate in Microsoft Word and Excel.

Provides clerical work and customer service for the Municipal Court and works with the public in providing information and guidance on Municipal Court proceedings. Must have excellent customer relations skills and the ability to handle difficult people. Must maintain consistency & accuracy in handling money while effectively dealing with distractions during customer interactions. Ability to multi-task is required. Basic math skills required. Must be skilled in the operation and maintenance of a number of office machines and equipment such as computers, copiers and cash registers. Must be bondable. Ability to attend yearly training at various locations throughout the state. High school diploma or equivalent required. Two to three years customer relations and clerical experience required. Data entry, both alpha and numeric, score of 80% or better. Spelling score of 60% or better correct. Bi-lingual in Spanish preferred. Performs all general clerical work for the Victoria Fire Department. Ability to read and understand manuals in order to record work activities and record keeping. Ability to arrange files alphabetically and by numerical and date order. Skilled in the operation and maintenance of a number of office machines and equipment such as, copiers and facsimile machines. Knowledge of basic computer operations and skilled in typing and word processing. Experience in the use of Microsoft Word and Excel preferred. High school diploma or equivalent required. Performs skilled electrical work in the maintenance of high voltage wiring systems and electrical equipment devices. Performs preventative maintenance on pumps, motors and other equipment. Ability to understand and follow oral and written instructions and to read and interpret electrical and mechanical schematics, engineering blueprints and equipment service manuals. Knowledge of the practices, methods, tools and equipment of the electrical, instrumentation and mechanical trades. Strong troubleshooting skills and mechanical aptitude. Knowledge of occupational hazards and safety precautions. Skill in use and care of tools and equipment and in locating and adjusting defects in mechanical systems and equipment. Under the direction of the Traffic Safety Crewleader, installs, repairs and maintains all signs and street markings in the City. Knowledge of technical manuals used in the making of signage. Skill in spelling. Ability to make written reports. Ability to read and follow written instructions and to understand street names. Must have basic computer skills to include Microsoft Windows, Word and Excel. Employee reads blue prints and schematics and takes measurements in order to create or recreate signage or markings. Makes calculations for determining electrical requirements. Skill in the use of various hand tools and equipment used in street signage such as shovels, picks, sand blasters, post hole diggers, drill press, pavement grinders, paint sprayers, ladders, and welding and hydraulic equipment. The Surface Water Treatment Plant Operator Trainee (SWTPOT) is responsible for helping with the safe and efficient operation of a complex treatment plant, the storage and delivery of the finished product in adequate quantity. Helps ensure that the finished product complies with all Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) rules and regulations. The SWTPOT is also responsible for obtaining the necessary education and licensure to function as a Surface Water Treatment Plant Operator within one year of becoming eligible. Eligibility will include meeting all of the TCEQ’s requirements for both education and experience. Ability to read, understand and utilize wok orders, gauges, meters chemical reports, manuals, computers and other operating, measuring and testing devices. Ability to perform chemical analysis on water samples, interpret results and make proper adjustments to treatment processes preferred. Skill in use and maintenance of treatment plant equipment preferred. Thorough knowledge of the “Rules and Regulations for Public Water Systems” and the “Drinking Water Standards” preferred. Must be able to perform and oversee concurrent multiple tasks, exercise good judgment, problem solve under stress, perform complex algebraic math problems related to processes, and safely handle toxic chemicals. High school diploma or GED required. Current experience in surface water treatment plant operations preferred. Possession of a Grade “D” Operator’s Certification or equivalent required. Possession of a Grade “D” Water Operator’s Certification preferred. Experience in handling/using chlorine and other caustic, toxic, and corrosive supplies and chemicals preferred. Valid Texas Class C driver’s license with driving record that meets City guidelines required. Ability to obtain a Grade “C” Surface Water Operators Certification issued by the TCEQ within one year of becoming eligible required. Eligibility will include meeting all of the TCEQ’s requirements for both education and experience. Successful completion of the certification exam and the subsequent possession of the Grade “C” Surface Water Operator’s Certification will make the applicant the preferred choice for a Surface Water Operator position if available.

Performs skilled work in the installation and maintenance of electrical traffic control equipment as well as digital traffic control and computer peripheral devices. Performs related work as required. Considerable knowledge of the principles of electrical, electro-mechanical and electronic theory as related to work assignments. Considerable knowledge of digital traffic control equipment. Knowledge of the occupational hazards of and safety precautions involved in electrical work. Considerable knowledge of the principles and operation of computerized traffic signal systems. Ability to read and interpret typical wiring diagrams, equipment and policy manuals and work orders. Math skills with ability to prepare material estimates. Under general direction, will conduct inspections of buildings and properties in the City to determine code compliance. Handles written and oral communication relative to inspections. Implements abatement procedures. Requires cross training in technical inspections and code enforcement. Knowledge of building codes, structural principles and practices, health, sanitation and related regulations and statutes. Skill in performing analyses to determine compliance with or deviation from applicable codes. Ability to understand ordinances and procedures, perform mathematical calculation, read maps, plats, blueprints and specifications. Ability to read, write and communicate effectively in person, by telephone and in writing. High school diploma or equivalent required; college degree preferred. Minimum of three years related inspections experience. Operates heavy maintenance and construction equipment and assists the work of a crew who constructs, maintains and repairs streets and storm drainage systems. Knowledge of proper equipment used in the repair and maintenance of streets and storm drainage systems. Ability to operate vehicles and equipment such as gradalls, bulldozers, dump trucks, compactors, chip spreaders and loaders as well as assorted hand and pneumatic tools. Ability to read, measure and calculate types and sizes of materials needed for repair of utility cuts and ability to reason amount of time that will be used in the process. Two years experience operating large and small construction and maintenance equipment.
