  1. Customer cannot be in late or bad debt status.
  2. The meter at the address the customer is moving into cannot be in locked status
  3. A valid government issued ID or Drivers License must be forwarded with your application to the Utility Billing Office before your water can be turned on. (Please contact UBO once your information is forwarded to confirm that it was received.
  4. Initial payment for activation and prorated fees must be made before water can be turned on Customer will need to allow at least 24 hours for new service to be turned on from the date of receiving the application. NOTE: Payment can be accepted over the phone 24 hours after the account is set up.
  5. Within 10 days of account set-up, customer must present Identification used during New Account activation "in person" to UBO New Accounts personnel.
