Charles E. Windwehen is the City Manager. He has been in this position since October of 2006. Windwehen will retire on February 28, 2011.

Charmelle Garrett has been the Deputy City Manager since October of 2006. City Council unanimously selected her as Victoria's next City Manager and she will assume that position on

March 1, 2011. She will be the City's first female City Manager.
