Charmelle Garrett assumed the role of City Manager on March 1, 2011. She is the City's first female City Manager.
Garrett has been with the City for 23 years including roles as the Deputy City Manager from October 2006 through March 2011, and Director of Human Resources for the prior 16 years.
Garrett has a Bachelor of Science in Business from Louisiana Tech University, is a graduate from the Certified Public Manager Program at Southwest Texas State and graduated from the ICMA Senior Executive Institute Program at the University of Virginia.
She served as Regional 9 President of the Texas City Manager’s Association in 2009, and prior to that was on the TCMA Board of Directors. Garrett is also a current member of the International City/County Management Association.
