Charmelle Garrett assumed the role of City Manager on March 1, 2011. She is the City's first female City Manager.

Garrett has been with the City for 20 years including roles as the Deputy City Manager since October 2006 and Director of Human Resources for the prior 16 years.

Garrett has a Bachelor of Science in Business from Louisiana Tech University, is a graduate from the Certified Public Manager Program at  Southwest Texas State and graduated from the

ICMA Senior Executive Institute Program at the University of Virginia.

She served as Regional 9 President of the Texas City Manager’s Association in 2009, and is currently on its Board of Directors. Garrett is also current member of the International City/County Management Association.

Bruce Ure assumed the role of Assistant City Manager on March 1, 2011.

Ure began his career in 1979 as a public safety officer.  Chief Ure has managed both police and fire departments in a chief's capacity over his 30 year public safety career. 

Ure's educational includes a Bachelor of Arts and Sciences Degree from Western Illinois University; an Associate’s Degree from San Jacinto College, a graduate of the Executive Fire Officer Program at the National Fire Academy; as well as a graduate of the Leadership Command College at the Bill Blackwood Law Enforcement Institute of Texas at Sam Houston State University. 

Chief Ure holds a Permanent Peace Officer License for the State of Texas and a Master Peace Officer License. He is a Texas Commission on Law Enforcement Standards and Education licensed instructor.
