Commercial Plan Review Procedure |
Building Plans

| Building plans are submitted to the Building and Environmental Inspections Department. The building plan submittal is separate from the Site plan review process. |
In order for commercial plan review to begin:

Submit 3 sets of construction plans to Development Center
Plan review application
Building permit application
Plan review fee (based on the value of the development)

TAS Submittal Required
All plans and specifications for construction or for substantial renovation, modification or alteration of a building or facility that has an estimated construction cost of $50,000 or more and that is subject to provisions of the Architectural Barriers Act shall be submitted to the Department of Licensing and Regulation for review and approval.

Asbestos Survey Requirements
Building owners and contractors to provide municipalities with evidence that asbestos surveys have been conducted on portions of buildings affected by the planned renovation or demolition by a person licensed under the act.

The construction building plans will include the following:
|
Site plan and plot plan
Floor plan
Wall section, including window and door schedule
Elevations
Energy code compliance form
Electrical plan, including panel location and riser diagram
Plumbing detail
Mechanical plans, including duct layout and system location
|
If the proposed building is over 5,000 square feet, 2 stories in height or has a structural clear span over 24 feet, or the use of the building will be educational, institutional or an assembly occupancy, the plans must be sealed by an engineer or an architect.

The amount of time required for commercial building plan review varies depending on the size of the building, type of occupancy, hazardous occupancy, and other factors. A plan review takes up to 10 working days.

Once the applicant has been notified that the plans have been reviewed and comply with all adopted codes and City of Victoria ordinances, the building permit can be issued. Permits are only issued to licensed general contractors. For licensing information contact the Inspections Department.

In most cases, the plat, site plan and commercial building plan review process can be handled simultaneously. However, building permits may not be issued until the plat and site plan have been approved.

Water and sanitary sewer tap fees must be paid at the Utility Billing Office in 700 Main Center. For price quotations, call Public Works Department, at 485-3400.

Check with the Public Works Department to see if the Property is located in the flood plain. They can explain any additional requirements that may apply to floodplain development. Please call 485-3340 for more information.

Food establishments must complete a "Food Establishment Questionnaire/ Application" provided by the Utilities Department.

An "Industrial Waste Survey" must be completed and returned to the Building and Environmental Inspections Department or the Utilities department for all commercial establishments. Please contact Utilities Department at 485-3382 for more information.
