Public Works Director Lynn Short Retiring April 30th
Lynn Short, Director of Public Works for the City of Victoria, will retire on April 30, 2017 after serving the community for nearly 25 years.
Short has worked for the City of Victoria since June 1992, and has been the Director of Public Works for the last nine years. His long career of service to the City of Victoria includes assignments as an Electrician, Water Production Manager, Assistant Director of Utilities, Interim Director of Utilities, Deputy Director of Utilities, Director of Utilities, Director of Streets and Utilities and Director of Public Works.
Under Short’s leadership, the City completed many significant projects to enhance the livability of the City’s residents, including:
The construction of a new 21 MGD Surface Water Treatment Facility in 2001 that allowed the city to convert its primary water supply source from groundwater to surface water.
The planning, permitting and construction of a new 4.4 MGD Activated Sludge Wastewater Treatment Facility and the demolition and de-commissioning of an old 2.5 MGD Trickling Filter Wastewater Treatment Plant.
The replacement of 75-100 year-old utility lines in the downtown Victoria area.
Re-construction of streets, sidewalks, curbs and gutters in the downtown business district
Re-construction of major thoroughfares in the City, including Laurent Street, Sam Houston Drive and portions of John Stockbauer Drive.
Odem Street waste water plant opened in 2016.
Creation of the street maintenance plan that was adopted by the Victoria City Council in 2013
The creation of an Aquifer Storage and Recovery system which ensures additional water supplies.
“Lynn has created a solid foundation for the future infrastructure needs for our community,” said City Manager Charmelle Garrett. “He is a visionary leader who always took the long view regarding water and wastewater needs for generations to come. I will miss his guidance and advice regarding all matters related to Public Works. I know he will be successful with any endeavor he undertakes as he moves on to his next chapter in his career,” she said.
During the next chapter of his career, Short is opening a consulting firm, LSPS Solutions, LLC. With his wealth of knowledge and experience, Short’s new company will provide a variety of consulting services to Texas cities, counties and public sector entities to assist them with asset management, regulatory compliance, construction inspection and management, planning (including master plans, capital improvement plans, monitoring plans, action plans, etc.), operations and maintenance and other needs.
Short earned a Bachelor of Applied Arts and Sciences in Management from the University of Houston-Victoria, where he graduated Summa Cum Laude. He also has an Associate of Applied Science degree in Environmental Engineering Technology from the Texas State Technical Institute in Waco. He holds a Double “A” Water and Wastewater Operator’s License issued by the Texas Commission on Environmental Quality.
